Our Founder's Background
The founder of this consulting firm is Dr. Jiayu Zhong, a Juris Doctor graduate from an American law school. He has worked at Aetna, a well-known U.S. life insurance company, and GEICO, a major auto insurance provider, giving him in-depth knowledge of the U.S. auto insurance industry and its related laws and regulations. Additionally, he interned at two prominent law firms, mastering claims strategies and negotiation techniques, and is highly proficient in both English and Chinese communication and negotiation.
After earning his undergraduate degree in Biology from Tsinghua University, Dr. Zhong pursued his dream of becoming a scientist by conducting research at the Chinese Academy of Sciences, where he obtained a patent. He later moved to the United States to continue his biomedical research. During this time, he successfully sued the New York City government over an unfair handling of a minor claim—without legal representation. He also won lawsuits against China Eastern Airlines and an e-commerce company, again without a lawyer.
After years in biological research, Dr. Zhong realized the field was not the right fit for him and made a bold career shift into actuarial science. He earned a master's degree in insurance-related sciences from the University of Connecticut. While working as an actuary for the second-largest auto insurance company in the U.S., he also served as the chairman of the company’s Chinese employee association, providing support to the Chinese community and organizing events for Asian Pacific American Heritage Month.
During his tenure, he discovered that some insurance companies engaged in severe undervaluation—or even outright refusal—of claims for car accident victims. These practices harmed clients who had little recourse, as lawyers typically avoid small cases. To help Chinese individuals across all 50 U.S. states and Washington, D.C., protect their legal rights in such situations, he founded the specialized rights protection and claims consulting firm "Chinese Claims Expert."
Beyond his professional work, Dr. Zhong has long been committed to addressing social equity issues in the U.S., particularly concerning educational equality for Asian Americans. In 2016, he co-founded CAPA (Chinese American Parents Association) in Montgomery County, Maryland, and in 2018, he helped establish AFEF (Asian American Coalition for Education) to advocate for fair treatment of Asian children in gifted and talented program admissions. In 2016, he organized a rally of approximately 2,500 people in the D.C. area to support former NYPD officer Peter Liang. He has also donated multiple times to support Chinese victims of injustice and organizations fighting for Asian American rights, as well as contributing to educational initiatives for high school students in his hometown.
While studying at the University of Arizona’s James E. Rogers College of Law, Dr. Zhong developed expertise in contract law, constitutional analysis of government actions, corporate law, and intellectual property (including patents, copyrights, and trademarks). He further honed his skills in insurance claims and personal injury claims.
Dr. Zhong holds a law license and four insurance-related licenses. His consulting firm is not a law firm, does not perform auto repairs, and does not sell auto insurance. However, if claims require it, we have established connections in these areas for referrals. Additionally, our partners hold life insurance licenses, investment-related licenses, and CPA certifications across all 50 U.S. states and D.C., offering free financial planning and tax filing consultations. Throughout his career, Dr. Zhong has contributed significantly to the community, having served as the Secretary-General of the Hubei Association of Greater Washington, the Deputy Director of the Publicity Department of the Federation of Greater Washington Chinese Associations, Board Member of the Sichuan & Chongqing Association, Board Member of the Tsinghua Alumni Association, and the President of CAPA-MC and AFEF
Through his diverse expertise and dedication to justice, Dr. Zhong and his firm have continued to empower the Chinese community in navigating the legal and insurance process in the U.S.
